Saudi Arabia Eligible Countries: Who Can Apply Online

Saudi Arabia Eligible Countries

With Saudi Arabia constantly updating its tourism policies under Vision 2030, finding a definitive, up-to-date list of eligible countries can be frustrating. You check one site and it lists 49 nations; another claims 66. Amidst the conflicting information, it is hard to know for sure if you qualify for the easy online route or if you are stuck facing a lengthy embassy appointment.

The reality is that eligibility has expanded massively in 2025. Beyond just the standard list of approved nations, there are now special "loopholes" for GCC residents and holders of Western visas that have unlocked the eVisa door for millions of travelers who previously thought they were ineligible.

In this 2025 guide, we provide the official, up-to-date list of every country eligible for the Saudi eVisa. We also explain how citizens of countries like India, Pakistan, and the Philippines can qualify through "Conditional Eligibility" and skip the embassy queue entirely.

Category 1: Visa-Free Countries (GCC Nationals)

Before applying, check if you are exempt. Citizens of the Gulf Cooperation Council (GCC) do not need a visa to enter Saudi Arabia. You only need your National ID card or Passport.

Category 2: The "List of 66" (Standard eVisa)

This is the primary list. If you hold a passport from one of the following countries, you are eligible for the standard Tourist eVisa immediately. You can also use the Visa on Arrival kiosks at Saudi airports.

North America & Caribbean

Europe

Asia & Oceania

Africa

Category 3: "Conditional" Eligibility (The Western Visa Loophole)

Are you from India, Pakistan, Philippines, Egypt, or Indonesia? You might still be eligible.

Saudi Arabia allows citizens of ANY country to apply for an eVisa if they hold a valid visa from a "trusted" western region.

The Requirements:

  1. Valid Visa: You must hold a valid Business or Tourist Visa from the USA, UK, or Schengen Zone. (Permanent Residents / Green Card holders are also eligible).

  2. The "Used Visa" Rule: You must have used that visa at least once to enter the issuing country.

    • Example: If you have a UK visa and have a "London Heathrow" entry stamp in your passport, you are eligible for the Saudi eVisa. If the visa is brand new and unstamped, you are not eligible.

  3. Airline Rule: While often relaxed, it is recommended for this group to fly with a national carrier like Saudia, Flynas, or FlyDeal.

Category 4: GCC Residents (Expats in the Gulf)

If you live in the Gulf but are not a GCC national (e.g., an Indian expat living in Dubai or a Filipino expat in Riyadh), you are eligible.

Ineligible Countries (The Consulate Route)

If you are not in Group A, do not have a Western visa (Category 3), and do not live in the GCC (Category 4), you are currently ineligible for the online eVisa.

Your Option: You must apply for a standard Consular Visa.
